Joy Tobin leads the health portfolio within the Social and Decision Analytics Division of the Biocomplexity Institute and Initiative. With more than 25 years of experience in the health domain, she possesses deep expertise in healthcare and health IT. Her experience extends across government, commercial, private, and academic health affairs, and has placed her in leadership roles in national health organizations, including the Boards of Directors of the Healthcare Information and Management Systems Society and the Certification Commission for Health IT.
In her current role, Ms. Tobin provides leadership for health-related research projects at the national, state, and community levels working with research teams to collect and wrangle data to support policy makers in solving complex social challenges.
Prior to joining the Biocomplexity Institute, Ms. Tobin served as the Chief of Health Informatics for The MITRE Corporation where she provided strategic and operational management of health IT initiatives for the public and private sectors, including projects to advance health interoperability and patient safety.
Ms. Tobin was the Associate Vice Chancellor for Health Affairs and Chief Information Officer at the University of Illinois at Chicago, where she led strategy and technology implementation of an advanced clinical information system in the University of Illinois Medical Center. The medical center’s electronic health record system was recognized with the Nicholas E. Davies Award of Excellence (the Malcolm Baldridge Award for Electronic Health Records) and the Enterprise Value Award by CIO Magazine.
Ms. Tobin has served in numerous national advisory roles, such as chair of the Nicholas E. Davies Award Committee, Joint Commission Expert Panel on Health Information Technology, National Rural Health Conference Planning Committee, and ADVANCE for Health Information Executives Editorial Board. She was recognized by the Women in Technology International Chicago Regional Network with its Excellence in Corporate IT Leadership Award.
